Australian Universities Accord final report 2024: A new vision for
tertiary education in Australia
On February 25, 2024, the Hon Jason Clare MP, Minister for Education, unveiled the Australian Universities Accord Final Report, containing 47 recommendations. This report recognises the crucial role Australian higher education sector will play in shaping Australia’s future. Universities Australia (UA) made a significant contribution, investing extensive effort in delivering the final report. Professor David Lloyd, Chair of UA, emphasised the report’s importance and highlighted it a crucial endeavour, arriving at a moment when Australian universities rely on full government support to serve the nation effectively.
This is an important piece of work coming at a time when our universities require the full support of government to continue delivering for the nation.
The report signals a new vision for tertiary education in Australia, with a strong emphasis on safeguarding the interests of university students, enhancing teaching and content quality, and prioritising the safety and wellbeing of both students and staff on and off campus. This calls for universities to not only focus on improving content and teaching quality but also to address issues such as part-time employment for students and ensuring a campus environment free from abuse of power, exclusion, discrimination, and neglect. On page 19 of the Summary Report, it explicitly emphasises “It is important that students and staff alike feel safe and healthy when on campus or online”.
The report underscores the need for university authorities to actively promote equity and inclusivity, fostering a campus culture that values student voices and addresses concerns. It’s my firm belief that the time is ripe for the government to introduce this new vision and enact reforms aimed at valuing student feedback and curbing any instances of retaliation by Australian university authorities who misuse their power to stifle student voices. It’s essential that these reforms address issues of silencing dissent and ensure that students feel empowered to provide feedback without fear of repercussions. This includes holding top officials accountable for their actions and ensuring all staff members uphold ethical standards and refrain from engaging in harassment or abuse of power. As noted by the Australian Government Attorney-General’s Department, public officials, (including university administrators), carry significant responsibilities in maintaining public trust.
Leadership capability frameworks established by numerous Australian universities, coupled with ongoing efforts to enhance leadership qualities aimed at optimising employee wellbeing and organisational outcomes, represent significant strides forward. Despite this progress, the recommendations outlined in the Accord 2024 report set a higher standard, inspiring Australian universities to reach even greater heights of excellence and effectiveness in fostering positive work environments and driving organisational success.
Public universities in Australia not only provide education and research opportunities but also shape the nation’s reputation in the global higher education market. Trust, once broken, is challenging to restore, highlighting the importance of universities in upholding ethical standards and fostering an environment conducive to learning and innovation.
Luke Sheehy, UA Chief Executive Officer, commended the report for its thoughtful consideration of reforms aimed at expanding educational access, promoting international collaboration, and supporting research endeavours.

Furthermore, on page 21 of the Summary Report, it explicitly highlights that “Despite the high quality of Australia’s university R&D, the nation does not currently utilise its full potential as a source of innovation.”
It is anticipated that the majority of higher education providers in Australia will commence the implementation of the report’s recommendations, placing emphasis on transparency, inclusion, quality teaching, graduate employability, research capability and capacity building, and a sincere dedication to enhancing student satisfaction and safeguarding students’ interests as central tenets of all services and activities within the higher education sector.
As of 2024, the hope is that these efforts will lead to tangible improvements in education quality, employment prospects for students and graduates, and the overall research capability and campus culture, fostering a more inclusive, innovative, and supportive environment for all members of the university community. It is essential for universities to embrace student voice as an opportunity for growth and improvement, rather than dismissing it or resorting to retaliatory measures. Any instances of abuse of power and misconduct must be thoroughly investigated and addressed to ensure a fair and equitable learning environment for all.
In conclusion, this topic encompasses numerous facets of higher education, ranging from teaching and research to equity, student voice, employability, graduate outcomes, and industry reputation. I am convinced that Australia, with its abundant potentials and opportunities, is primed for university leaders, academics, and higher education providers to become authentic leaders and global role models in the higher education arena. As indicated in an April 2024 news article on the Universities Australia website, “Universities will play a major role in powering the development and growth of new industries, technologies, and jobs in Australia.”
I firmly believe that Australian universities, along with many great leaders and academics in the sector, will continue to enhance Australia’s global reputation, not only in terms of higher education quality but also in setting benchmarks for innovation, research excellence, and industry partnerships.
